The Family Information Service (FIS)is continuing to expand the range of information held to reflect its increasing role.

From the service being predominantly childcare based, it has developed to provide information to not only professionals, but also parents/carers of children aged 0 – 20. A wide range of services are available, such as early years, childcare, parenting, leisure and health. The service aims to give parents/carers comprehensive information to support them in their role.

The FIS has over 450 providers on its database, including registered childcare such as childminders/day nurseries and unregistered provision like parent and toddler groups.

We also hold information on both local and national organisations that offer support and advice to children and young people.

The Family Information Service can also signpost requests for information to the relevant personnel.

Child Benefit
Child Benefit is a tax-free payment that you can claim for your child. The payment can be claimed by anyone who qualifies, whatever their income or savings.

You may be able to claim Child Benefit if any of the following applies:

your child is under 16
your child is over 16 and in relevant education or training
your child is 16 or 17, has left relevant education or training and is registered for work, education or training with an approved body

Childcare Vouchers
Childcare Vouchers are an established way of paying for childcare, usually via a paper voucher redeemable by the childcare provider. Childcare Vouchers are administered through a voucher company and provided on the company's behalf, commonly through a salary sacrifice scheme, but can also be self-administered by the employer themselves. Childcare Vouchers are taken from your salary before tax and national insurance are taken. Therefore, the amount is exempt from tax and National Insurance Contributions up to a value of £55 per week but only where the childcare used is registered or approved.

Your employer's HR department will be able to tell you if they operate this scheme.

Below is an example of the companies who administer childcare vouchers, but your employer will be able to tell you who are administering the vouchers on their behalf.

Tax Credits
There are different qualifying conditions for child tax credit (CTC) and for working tax credit (WTC). You can qualify for CTC or WTC or for both together.

Child Tax Credit (CTC)
This is a payment to support families with children. You do not have to be working to claim. Students with children are also eligible to claim.

Child Tax Credit is paid directly into the bank of the person in the family who is the main carer. It is paid in addition to Child Benefit and any Working Tax Credit.

You can claim Child Tax Credit if you are responsible for one child or more. It will provide support for:

  • A child until 1st September following his or her 16th birthday, or
  • A young person aged 16-18 who:-
1 Is in full-time education
2 Has left full-time education but does not have a job or a training place and has registered with the Careers Service
3 Is not claiming Income Support or tax credits in his or her own right
4. Is not serving a custodial sentence of four months or more imposed by a court.

Help with Costs of Childcare for Parents
Choosing childcare and early years education is a huge step for your family. There are lots of different childcare options across the county borough for you to choose from. You may qualify for help towards the costs of childcare if the childcare you use is registered. The Care and Social Services Inspectorate Wales (CSSIW) is responsible for the registration and regulation of childcare in Wales. You can check with the Family Information Service if your childcare provider is registered with CSSIW.

The following information provides sources of help with childcare costs available to all parents. Only general information is given, as eligibility depends on circumstances and income. Parents therefore have to liaise with the contacts given to receive more detailed information on accessing this financial help.

Sure Start Maternity Grant
If you're on a low income, the Sure Start Maternity Grant is a one-off payment to help towards costs of a new baby. The grant comes from the Social Fund and you don't have to repay it.

Working Tax Credit
To qualify for WTC you must satisfy the residence and immigration tests (see below) and pass one or more of the following four conditions.

1. Responsible for a child

You must be:

*aged 16 or over; and

  • working at least 16 hours a week; and
  • responsible for at least one child (under the same rules as for CTC).
2, Disabled worker

You must be:

  • aged 16 or over; and
  • be working 16 hours or more a week; and
  • have a disability that puts you at a disadvantage in getting a job; and
  • get disability living allowance (or another listed disability benefit) or get, or got at some time in the 26 weeks before your claim, short term higher rate or long term incapacity benefit or a disability premium or severe disablement allowance. For couples, the person with the disability must work 16 hours or more to qualify under this condition.
(There is also a way to qualify for some people returning to work on reduced pay after 20 weeks of incapacity for work).

3. Aged 25 or over

You must be:

  • working 30 hours or more a week
4.Aged 50 or over

You must be:

  • returning to work of at least 16 hours per week after 6 months or more on an unemployment benefit
This condition only allows you to get WTC for 12 months

Help with childcare costs is provided through a childcare element of WTC. To get this help you must first pass one of the WTC qualifying conditions described above and also meet the specific childcare element rules which are:

  • you pay for approved childcare for a child aged up to 15 (or up to 16 if the child is disabled), and
  • you are a lone parent and work for at least 16 hours per week, or
  • you are a couple and both you and your partner work at least 16 hours per week, or
  • you are a couple, one of you works at least 16 hours per week and the other is ill or disabled, or in hospital or prison
The work you do must be paid work, either employed or self-employed, and be expected to last at least 4 weeks. You are sometimes treated as though you were in work even when you are not, e.g. when you are on ordinary maternity leave or getting statutory maternity pay or maternity allowance, or for the first 28 weeks off work sick (you usually need to be getting a sickness or incapacity benefit or National Insurance credits).

Residence and immigration conditions

You must satisfy residence and presence and immigration conditions to qualify for tax credits.

  • you must be present, ‘ordinarily resident’ and have the ‘right to reside’ in the UK.
  • you must be present in the UK at the time of your claim and ordinarily resident in the UK
  • ordinarily resident is generally considered to be established where there is a degree of continuity about your residence so that it can be described as settled. You can be treated as present or ordinarily resident if you are temporarily absent for up to 8 weeks (or 12 weeks if your absence is in connection with:
o the medical treatment of you, your partner, your child or your relative

o the death of your partner, your child or your relative

Additionally, for CTC claimants must have ‘right to reside’ in the UK. EC law can help some claimants to meet the presence and residence tests.

  • You must not be ‘subject to immigration control’. The rules and exceptions are similar to those that apply to other benefits. If you are a member of a couple, however, and only one of you is subject to immigration control, your claim and calculation of tax credit is treated as a normal ‘joint claim’

Asesiad Digonolrwydd Gofal Plant
Mae dewis darpariaeth gofal plant ac addysg y blynyddoedd cynnar yn gam mawr ar gyfer y teulu. Mae ystod o ddewisiadau gofal plant ar gael ar hyd a lled y fwrdeistref sirol. Efallai byddwch chi’n gymwys am gymorth gyda chostau gofal plant os ydy’r ddarpariaeth gofal plant rydych chi’n ei defnyddio wedi’i chofrestru. Mae Talebau Gofal Plant yn ffordd sy wedi’i hen ennill ei phlwyf i dalu costau gofal plant. Yn amlach na pheidio, talebau papur mae modd eu rhoi i’r darparwr gofal plant ydy’r rhain. Mae cwmni talebau yn gweinyddu Talebau Gofal Plant ar ran cwmni, a hynny trwy gynllun rhoi o’ch cyflog gan amlaf, ond mae modd i gyflogwyr weinyddu’r drefn ei hunain yn ogystal. Mae tynnu Talebau Gofal Plant o’ch cyflog cyn tynnu cyfraniadau treth ac yswiriant gwladol. Ac felly, mae’r swm yma o arian yn rhydd o dreth a Chyfraniadau Yswiriant Gwladol am hyd at £55 yr wythnos ond ar gyfer darpariaethau gofal plant sy wedi’u cofrestru neu’u cymeradwyo’n unig.

Mae meini prawf gwahanol ar gyfer credydau treth i blant (CTC) a chredydau treth i bobl sy’n gweithio (WTC). Efallai byddwch chi’n gymwys i hawlio naill ai credydau treth i blant neu gredydau treth i bobl sy’n gweithio ar wahân neu’r ddau ohonyn nhw gyda’u gilydd



Credydau Treth i Blant (CTC)
Dyma arian yn gymorth i deuluoedd sydd gyda phlant. Does dim rhaid eich bod chi’n gweithio i hawlio’r arian yma. Mae myfyrwyr sydd gyda phlant yn gymwys i hawlio’n ogystal.

Mae talu Credydau Treth i Blant i gyfrif banc y prif gynhaliwr yn y teulu’n uniongyrchol. Mae’r taliad yma’n ychwanegol at Fudd-daliadau Plant a Chredydau Treth i Bobl sy’n Gweithio.

Mae modd ichi hawlio Credydau Treth i Blant os ydych chi’n gyfrifol am un plentyn neu ragor.

Bydd yn rhoi cymorth i:

  • Plentyn hyd nes 1af Medi yn dilyn ei ben blwydd/phen blwydd yn 16eg mlwydd oed , neu
  • Person ifanc rhwng 16 a 18 oed sydd:-
1 mewn addysg amser llawn

Credydau Treth i Bobl sy’n Gweithio
I fod yn gymwys i hawlio Credydau Treth i Bobl sy’n Gweithio, mae gofyn eich bod chi’n bodloni profion ynghylch preswyl a mewnfudo (gweler isod) ac yn bodloni un neu ragor o’r amodau canlynol.

1. Bod yn gyfrifol am blentyn

Mae gofyn eich bod chi:

*dros 16 oed; ac yn·

gweithio 16 awr yr wythnos neu ragor man lleiaf; ac

  • yn gyfrifol am o leiaf un plentyn (yr un rheolau sy’n gymwys ar gyfer Credydau Treth i Blant).
2, Gweithwyr Anabl

Mae gofyn eich bod chi:

  • dros 16 oed; ac yn· gweithio 16 awr yr wythnos neu ragor man lleiaf; a
  • gydag anabledd sy’n eich rhoi chi o dan anfantais i ddod o hyd i swydd; ac
  • yn hawlio lwfans byw i’r anabl (neu fudd-dal anabledd arall sy wedi’i restru) neu wedi hawlio cyfradd uwch budd-dal analluogrwydd yn y tymor byr neu dymor hir neu bremiwm anabledd neu lwfans anabledd difrifol yn ystod y 26 o wythnos cyn ichi ddechrau’i hawlio. Yn achos parau, mae gofyn bod y sawl sy’n gweithio yn gweithio 16 awr yr wythnos neu ragor i fodloni’r meini prawf.(Mae modd i bobl sy’n dychwelyd i’r gweithle a hynny ar lai o gyflog yn dilyn 20 o wythnosau o analluogrwydd i fod yn gymwys yn ogystal).
3. Ar gyfer pobl dros 25 oed

Mae gofyn eich bod chi’n:

  • gweithio 30 awr yr wythnos neu ragor
4. Ar gyfer pobl dros 50 oed

Mae gofyn eich bod chi’n:

  • dychwelyd i’r gwaith am 16 awr yr wythnos man lleiaf yn dilyn 6 mis neu ragor yn hawlio budd-dal diweithdra
Yn unol â’r amod yma, byddwch chi’n gymwys i hawlio Credydau Treth i Bobl sy’n Gweithio hyd at gyfnod o 12 mis yn unig.

Mae elfen gofal plant Credydau Treth i Bobl sy’n gweithio yn gymorth i dalu costau gofal plant. I fanteisio ar y ffynhonnell yma, mae gofyn eich bod chi’n bodloni un o feini prawf Credyd Treth i Bobl sy’n Gweithio fel sy wedi’i nodi uchod a’ch bod chi’n bodloni rheolau elfennau gofal plant penodol megis:

  • rydych chi’n talu am ddarpariaeth gofal plant sy wedi’i chymeradwyo ar gyfer plant hyd at 15 oed (neu hyd at 16 oed os ydy’r plentyn yn anabl), ac
  • rydych chi’n rhiant sengl sy’n gweithio 16 awr yr wythnos man lleiaf, neu
  • yn achos parau, rydych chi a’ch cymar yn gweithio 16 awr yr wythnos man lleiaf, neu
  • yn achos parau, bod un ohonoch chi’n gweithio 16 awr yr wythnos man lleiaf a bod y naill yn sâl neu’n anabl, yn yr ysbyty neu yn y carchar
Mae gofyn eich bod chi’n ennill cyflog am eich gwaith, boed yn gyflogedig neu’n hunangyflogedig, a bod disgwyl i’r gwaith i bara am gyfnod o 4 wythnos man lleiaf. O bryd i’w gilydd, efallai byddwn ni’n eich ystyried chi o fod yn y gwaith pan ddoeddech chi ddim yn gweithio, e.e. ar gyfnod mamolaeth cyffredin neu’n hawlio tâl mamolaeth statudol neu lwfans mamolaeth, neu ar gyfer y 28 o wythnosau cyntaf rydych chi i ffwrdd o’r gwaith yn sâl (yn amlach na pheidio, bydd gofyn eich bod chi’n hawlio budd-dal salwch neu fudd-dal analluogrwydd neu gredydau Yswiriant Gwladol).

Amodau preswyl a mewnfudo

Mae gofyn eich bod chi’n bodloni amodau preswyl a phresenoldeb a mewnfudo i fod yn gymwys ar gyfer credydau treth.

  • mae gofyn eich bod chi yn y wlad, ‘yn byw yma fe rheol’ a bod gyda chi ‘hawl i aros’ yng ngwledydd Prydain.
  • mae gofyn eich bod chi yn y wlad adeg cyflwyno’ch cais ac yn byw yng ngwledydd Prydain yn ôl yr arfer
  • yn amlach na pheidio bydd ystyried preswylfa’n un sefydlog lle bod elfen o gysondeb ynglŷn â’ch preswylfa a bod modd ei ddisgrifio’n sefydlog. Bydd modd eich ystyried yn bresennol neu’n un o’r trigolion fel rheol ydych chi’n absennol am gyfnod dros dro hyd at 8 o wythnosau (neu 12 o wythnosau os ydy’ch absenoldeb yn ymwneud â :
o driniaeth feddygol ar eich cyfer chi, eich partner, eich plentyn neu aelod o’r teulu

o bod eich partner, eich plentyn neu aelod o’r teulu’n marw

Yn ogystal, mae gofyn bod y sawl sy’n hawlio Credydau Treth i Blant yn meddu ar ‘hawl i aros’ yng ngwledydd Prydain. Mae cyfreithiau Comisiwn Ewrop yn gallu bod o gymorth i rai unigolion sy’n cyflwyno cais i fodloni meini prawf profion presenoldeb a phreswylfa.

  • Mae gofyn eich bod chi heb fod yn amodol ar reolaeth fewnfudo. Mae’r rheolau a’r eithriadau yma’n debyg i feini prawf budd-daliadau eraill. Fodd bynnag, yn achos parau, a lle bod dim ond yr un ohonoch chi’n amodol ar reolaeth fewnfudo, bydd trafod eich cais a chyfrifo’ch credydau treth yn un ôl â chais arferol ar y cyd.
